Abstract

The Westphalian state is commonly defined as a system of political authority based on territory and autonomy. Territoriality implies that political authority is exercised over a defined geographic space; and autonomy means that no external actor enjoys authority within the borders of the state (Krasner 1995/96: 115-116). As recently noted by Stephen Krasner, breaches of the Westphalian model — through conventions, contracting, coercion, or imposition — have been an enduring characteristic of the international environment (Krasner 1993; 1995/96).
