Definitorische Probleme einer „europäischen Dimension“

Zusammenfassung

Die Vorstellung von (West-)Europa als einer politischen Einheit ist in der nationalen und übernationalen Perspektive präsent. Sie impliziert gemeinsame und verteidigungswerte politische und kulturelle Werte (s. Abschn. 5.4) und tritt insbesondere in Gestalt der Europäischen Gemeinschaft und der NATO (als atlantische Gemeinschaft) sowie im weiteren Sinne als das Europa des Europarats von Zypern über die Türkei im Süden bis nach Skandinavien im Norden in Erscheinung. Praktisch äußert sie sich in abgestuften Formen der Zusammenarbeit auf einzelnen Gebieten und zwischen einzelnen Ländern. Aufgabe der Schule ist es, einen so bedeutsamen kulturellen, politischen, wirtschaftlichen, sozialen, rechtlichen Tatbestand in ihr curriculares Programm aufzunehmen; Aufgabe der nationalen und übernationalen Institutionen ist es, für eine solche Aufnahme die nötigen formalen und materialen Beschlüsse zu fassen. Tatsächlich ist ihre Anzahl auf allen Ebenen imponierend. Eine länderspezifische Beurteilung der realen Situation müßte vom Status quo ante sowie von den politischen Faktoren ausgehen, die eine „europäische Dimension“ im Unterricht fördern oder verhindern. Fest steht, trotz aller Vorbehalte im Einzelfall, daß sich kein westeuropäisches Land im Schulunterricht von der Behandlung der je unterschiedlich verstandenen europäischen Integration dispensieren kann. Jedoch ist die nationale Komponente im Unterricht dominant.
