Griechenland: Vom Etatismus zur Privatisierung

Zusammenfassung

Entweder Störenfried auf internationalem Parkett oder Sorgenkind des europäischen Integrationsprozesses, das medienvermittelte Griechenlandbild ist fast durchweg negativ. Neben international kritisch beäugten politischen Alleingängen ist hierfür vor allem die ökonomische Situation verantwortlich. Trotz positiver Tendenzen zeichnen die Analysen der griechischen Wirtschaft ein Bild, das wenig Anlaß zum Jubeln bietet: „Greec& s economic situation remains difficult in many respects.“ (OECD 1995, 1) Die Inflation, 1993 noch bei 14,4%, sank 1995 — stürmisch gefeiert — erstmals seit 22 Jahren mit 9,3% unter die Zehnprozent-Marke (AZ 12. Januar 1996; 12. Mai 1995). Auch die Wachstumsrate (BSP) zeigte nach der Rezession 1993 positive Werte, erreichte aber lediglich 1,5 (1994) bzw. 1,8% (1995) (Epilogi 1995, 142).1 Private und öffentliche Investitionen stiegen leicht (OECD 1995, 5). Die laufende Zahlungsbilanz blieb defizitär, reduzierte sich 1994 aber auf einen historischen Tiefstand von weniger als 0,5% des BSP. Dabei schlugen die gestiegenen „unsichtbaren“ Einnahmen, insbesondere die EU-Transfers (1994: ca. 4,75% des BSP) positiv zu Buche, während sich die Handelsbilanz verschlechterte (1994: -13.523 Mio. US-$).
