Zusammenfassung
Burma ist innerhalb der britischen Reichspolitik stets im Schatten Indiens gestanden. Erobert wurde es im 19. Jahrhundert zur Verteidigung Indiens, verwaltet als Teil Indiens, aber auch der indischen Immigration geöffnet; zahlreiche Inder leisteten Dienst in den Streitkräften und in der britischen Verwaltung. Indische Händler, Geldverleiher und Grundbesitzer waren an der wirtschaftlichen Entwicklung — vor allem Unterburmas — beteiligt, wobei sich ein Großteil der burmesischen Reisbauern verschuldete und sein Land in indische Hand geben mußte630. Die britische Verwaltung, »based upon law and individual freedom«, hat Burma einer kapitalistischen Kolonialwirtschaft ausgeliefert, an der die Burmesen nur in geringem Maße beteiligt waren, während sich gleichzeitig ihre Sozialstruktur und ihre buddhistisch geprägte Zivilisation desintegrierte oder stagnierte. Ein ungenügend ausgebautes Erziehungswesen hat die junge burmesische Generation nicht auf die Begegnung mit der modernen Welt vorbereitet 631. Die Verfassungsentwicklung ging derjenigen Indiens parallel, so daß Burma 1923 die Dyarchy und 1935–1937 — nach der Trennung von Indien — Semi-responsible government erhalten hat: Der Gouverneur behielt zwar Reserved powers und verfügte über die Verwaltung, aber das mehrheitlich burmesische Kabinett war jetzt einem gewählten Parlament verantwortlich. London gab zudem dem Gouverneur Anweisung, Minister mit Rückhalt im Parlament zu ernennen und seine Macht im Sinne einer »partnership« zu gebrauchen, »to the end that Burma may attain its due place among our Dominions«632.
