Das Intergovernmental Panel on Climate Change (IPCC) als boundary organization

Der Klimawandel ist seit dem 19. Jahrhundert, seit dem der schwedische Physikerund Chemiker Svante Arrhenius in seinen Hypothesen einen Zusammenhangzwischen dem Anstieg der globalen Durchschnittstemperatur und anthropogenverursachten Emissionen behauptete, Gegenstand wissenschaftlicherDebatten (Arrhenius 1986). Arrhenius war damals als wissenschaftlicher Beraterder schwedischen Regierung tätig. Er betonte bereits seinerzeit die Notwendigkeiteiner internationalen Zusammenarbeit in diesem Bereich und war sehr umeine klare Unterscheidung von Wissenschaft und Politik bemüht (Elzinga 1997).
