Zusammenfassung
Die Mobilität von Personen und Gütern ist eine unabdingbare Voraussetzung für die Funktionsweise und das Wachstum einer arbeitsteiligen, räumlich differenzierten Volkswirtschaft. So verbindet der Güterverkehr in einer arbeitsteiligen Wirtschaft die Stufen der Produktion bis hin zum Endverbrauch und garantiert so die Versorgungssicherheit und Verfügbarkeit von Gütern. Für die Teilhabe am Arbeitsmarkt und am gesellschaftlichen Leben (Erreichbarkeit von Arbeits- und Ausbildungsplätzen, von sozialen Einrichtungen, aber auch von Einkaufs- und Freizeitmöglichkeiten) ist die Gewährleistung der individuellen Mobilität von Personen Voraussetzung. Bis in die jüngste Vergangenheit war infolgedessen ein kräftiges Wachstum der Verkehrsleistung im Personen- und Güterverkehr zu verzeichnen.
