Die folgende Abhandlung soll keine systematische Darstellung des Inhalts und der Rechtsprobleme des hamburgischen Hafenentwicklungsgesetzes vom 25. Januar 19821 sein. Wer sich darüber informieren will, findet in dem Buch von Badura/Schmidt-Aßmann, Hafenentwicklung in Hamburg2, reiches Material, nicht zuletzt in der dort mit abgedruckten Gesetzesbegründung.
