Abstract

  • The constitution continues in article 98:

“Under the volunteer army, there is no reason why we couldn’t maintain a “stand-by” draft — a reserve mechanism to be called upon only in case of national emergency.”

James C. Miller, A volunteer army for America, In: Miller J. (ed.), Why the Draft, the Case for the Volunteer Force, Baltimore, 1968, pp. 185.
