Abstract

The Portuguese government has been commited in principle to output-based funding of hospital care since 1981. It is hoped that such a system will result in a more rational allocation of resources for inpatient care and that it will give hospital administrations both the incentive and the tools for more efficient behavior. Progress has, however, been difficult due mainly to weaknesses in hospital information systems, including both resource use and clinical data.
