Abstract
The provision of health care in England1 is the responsibility of the Secretary of State for Health and Social Security, assisted by his Department (DHSS). He devolves the management of the service to the National Health (NHS), more particularly to 14 Health Regions (average population: 3.2m); they in turn delegate the operational management (but not the management of major capital investment) to 192 health districts with populations approximately between 100.000 and 300.000.
