Abstract

The World Health Organization’s often-quoted definition of health is “a stage of complete physical, mental and and social well-being and not merely the absence of disease or infirmity” (1). This broad definition is, however, a difficult one for planners to work with. In 1977, the 30th World Health Assembly agreed that an attempt should be made to attain for all citizens, by the year 2000, a level of health that would permit them to lead a socially and economically productive life (2). As a health planning objective, this is perhaps more concrete, but as is the nature of planning objectives, it still represents a broad concept, at a considerable distance from the actual setting of health planning targets.
