Manchmal gehen sie selbst auf andere Akteurinnen und Akteure zu, häufig werden sie jedoch angefragt, eine Initiative oder Organisation bei einer mehr oder weniger konkret formulierten Aufgabe oder Problemstellung für eine gewisse Zeit zu unterstützen.
