Zusammenfassung
Das Filmfördergesetz unterscheidet die Phasen der Filmproduktion in Stoffentwicklung, Projektentwicklung, Produktion und Distribution. Die Stoffentwicklung reicht demnach von der ersten Idee bis zur ersten Drehbuchfassung, sie umfasst damit also primär die Konzept- oder Drehbucherstellung. Im non-fiktionalen Film ist der wesentliche Teil der Stoffentwicklung häufig die Recherche.
