Methodische Herausforderungen in der Evaluation von Straftäterbehandlungsprogrammen

Zusammenfassung

Das zentrale Ziel des Strafvollzuges in Deutschland ist es, Strafgefangene zu befähigen, ein Leben ohne Straftaten zu führen. Zu diesem Zweck sieht das Strafvollzugsgesetz die Behandlung von Gefangenen im Vollzug bzw. in einer sozialtherapeutischen Anstalt vor. Aus ethischen und sicherheitspolitischen Gründen sowie aufgrund von Kosten-Nutzen Erwägungen erscheint es dringend geboten, die Wirksamkeit von Straftäterbehandlungsprogrammen zu evaluieren. Dabei müssen einige Aspekte beachtet werden, um aussagekräftige Ergebnisse erzielen zu können: (1) die Festlegung einer adäquaten Kontrollbedingung, in der vergleichbare Rahmenbedingungen vorliegen und (2) Störeinflüsse durch eine ausreichend große Stichprobe weitestgehend kontrolliert werden, (3) die Gewährleistung der Behandlungsintegrität durch eine hinreichende Standardisierung des Vorgehens, (4) der Einschluss aller relevanten Straftäterpopulationen, für die eine Behandlung zukünftig angewendet werden soll, (5) die Einbeziehung von Therapieabbrechern in die Datenanalyse und (6) die Auswahl von aussagekräftigen Erfolgskriterien. Ist die Auswahl einer adäquaten Kontrollgruppe nicht möglich, sollte dennoch nicht auf eine Vergleichsbedingung verzichtet werden. Alternativ sollten in so einem Fall dismantling bzw. additive Studien durchgeführt werden.
