Zusammenfassung
Dysfunktionales Management wird durch ungünstige Arbeitsbedingungen gefördert. Hierzu zählt zunächst eine sehr hohe Belastung mit Arbeitsaufgaben, die je nach Leistungsniveau von den Betroffenen auch als Überlastung bezeichnet werden kann. Dabei geht es nicht nur um die Menge der Aufgaben, die pro Zeiteinheit zu erledigen sind, sondern beispielsweise auch um mangelnde Kontrollierbarkeit von Prozessen oder eine schlechte Informationsbasis, auf deren Grundlage wichtige Entscheidungen zu treffen sind. Zielvorgaben der nächst höheren Managementebene sind ggf. überzogen und kaum realistisch zu erreichen oder sie sind unpräzise und lassen damit viel Spielraum zur Interpretation. Auch Manager sind zudem einer Bewertung ihrer Leistungen durch die nächsthöhere Ebene ausgesetzt. Wenn die eingesetzten Beurteilungssysteme grundlegende Qualitätsstandards nicht erfüllen, können sie auch nicht zu einer Förderung der Leistung beitragen und belohnen stattdessen vielleicht nur ein professionelles Blendertum. Ganz ähnlich verhält es sich mit Belohnungssystemen. Wenn Manager beispielsweise sehen, dass der eigene Bonus trotz offenkundiger Fehlentscheidungen hoch ausfällt, so trägt dies nicht zu einer Steigerung der Entscheidungsqualität bei. Zu guter Letzt kommt Kontrollorganen, wie z. B. Aufsichtsräten eine gewichtige Rolle zu. Wenn die Verantwortlichen hier ihre Aufgaben nicht wahrnehmen oder selbst Fehlentscheidungen treffen, wird das Übel nicht nur nicht eingedämmt, sondern ggf. sogar begünstigt.
