Zusammenfassung

Im Juni 1999 verabschiedete die Internationale Arbeitskonferenz, die Versammlung der Mitglieder der Internationalen Arbeitsorganisation (ILO), einstimmig die Konvention zur Verhinderung der schlimmsten Formen von Kinderarbeit (C182).2 Nach der Verabschiedung setzte der schnellste und erfolgreichste Ratifikationsprozess in der Geschichte der ILO ein, der dazu füihrte, dass diese Konvention mittlerweile von 150 Staaten ratifiziert wurde.3 Dies ist umso erstaunlicher, als die letzte Konvention der ILO, die sich mit dem Thema Kinderarbeit befasste, die sogenannte “Mindestalter-Konvention” (Minimum Age Convention, C138) von 1973,4 chronisch unter der mangelnden Bereitschaft der ILO-Mitgliedstaaten lift, diese zu ratifizieren und umzusetzen. Selbst zwanzig Jahre nach der Verabschiedung hatten lediglich 45 Staaten die Mindestalter-Konvention ratifiziert.5
