Abstract
The gatekeeper model of the emergence and legitimization of so-called ’new’ human rights claims is quite relevant to the youth voting rights issue. The model is helpful in thinking about why the issue of youth voting rights at 16 continues to be considered by most in the power elite, and by the majority of the general public in most Western democratic societies, as a fringe topic.
