Abstract
1. There is clearly a difference between the policies being followed in Europe and those being followed in North America by electricity supply utilities with respect to the promotion of energy conservation. In North America many utilities are engaged in active policies to promote increases in the efficiency in use of electricity by their customers. These policies take a number of different forms including the provision of free energy audits, low or zero interest loans to customers to improve their energy efficiency and subsidies to help customers replace less efficient electricity using equipment with more energy efficient equipment.
