Abstract

Technology and society interact in many ways. This chapter concerns one of the most important means that society has to influence technological change: the formal policies that make up the health policy structure.

One should never say ‘the state does this or that’. It is always important to recognize who or whose interest it is that sets the machine of the state in motion and speaks through it.
