Abstract
The Division of Astronomical Sciences at the U.S. National Science Foundation1 (NSF) supports individual investigators and small research groups, large research projects coordinated across many institutions, and major observatory facilities. Proposals for all of these activities are evaluated by merit review processes that ensure that the limited resources available fund highly meritorious science of benefit to the astronomical community. The principles and practices of merit review as realized at NSF provide a flexible and responsive system that identifies and supports priorities for research and development within the community.
