Analysis and use of peaks-over-threshold data in flood estimation

Abstract

Techniques for flood estimation using peaks-over-threshold (POT) data are discussed. This involves using a Generalised Pareto distribution to describe the flood magnitudes and a Poisson distribution for the occurrence of the peaks. The fitting technique used is that of probability weighted moments. The question of the choice of threshold is discussed as well as a strategy, using L-moments, for pooling data. Use is made throughout of examples from the UK POT database held at the Institute of Hydrology.
