Abstract
Conservation action typically is carried out within policy and legal systems established by national governments (or in a few instances, by regional or provincial governments). With the exception of Antarctica, virtually all the world’s terrestrial biodiversity occurs within national boundaries and measures taken by national governments are thus of fundamental significance.
