Abstract

Local authorities are concerned with limited geographic jurisdictions and, throughout most of the world, possess a wide spectrum of powers and responsibilities that affect the physical conditions in those areas. It is therefore not surprising that such authorities tend to be more active in renewal than any other type of government. At the same time, this does not mean that only local governments conduct renewal operations.
