Abstract

Sir Lionel Fox became Chairman of the Prison Commission in 1942, in the dark days of war, when the English prison service was badly disrupted and many prisons had been damaged by bombs and incendiaries. Mr. Herbert (now Lord) Morrison, the then Home Secretary, used to wonder sometimes whether it would not be a good thing if all the old 19th-century prisons were blown up — and Fox may well have agreed with him.
