Demand management and supply management are both important means of macroeconomic management; however, the focus of macroeconomic management differs in different periods or stages of economic growth and economic development.

In order to understand and deal with overcapacity theoretically, we need to determine the standard of overcapacity. Some people regard the capacity utilization rate of 81–82% as a cut-off point; while some people regard the capacity utilization rate of 78% as the cut-off point referring to the standard of the National Development and Reform Commission.
