An Eco-High-Tech Town: Governing Rural Migrants to Become Skilled Workers

Abstract

This chapter explores the governance of migrants in a process of becoming skilled labor in Dongguan’s most successful new development zone, Songshanhu. Governance in Songshanhu has created a new form of manufacturing town and new governing programs and technologies, which together constitute a new “filter” for cultivating migrant labor and excluding low-skilled workers. Gong contends that a “regrouping” process of continuously reviving government pastoral power has been engaging with the green governmentality of environmental development as well as with liberal and neo-liberal governance techniques.
