Abstract
This chapter is a first hand ‘insider’ perspective on the recurring food crises that have plagued Malawi over the past decade. The policy blunders (by both the Government and the donor community), and the associated politics of a government struggling to break out of famine and its inability to focus on development needs are analysed and discussed. The administration was desperately trying to deal with the long-ignored problem of poverty — while building its own capacity for good governance, and at the same time losing many of its most skilled and experienced personnel to disease, death or emigration. These would be major challenges for any government.
