Abstract
What have several years of adjustment meant for small enterprises in Zimbabwe? In a heavily regulated country like Zimbabwe it is useful to concentrate on what deregulation and government policies have and could have achieved. In this chapter, this issue is placed in the wider context of the discussion about good governance, based on suggestions concerning the key tasks of government by the World Bank (1997). Which of the suggested elements of good governance are relevant for small enterprises and what is overlooked by this approach?
