Abstract

Liberalization policies gave rise to multi-level and complex regulatory arrangements in most utility sectors in Europe, involving a wide set of authorities with general or sector-based competences. In the post-liberalization era, it becomes necessary to discover how the whole system works and the many regulators interact. In regulatory arrangements, the activities of the different regulators at different governmental levels are embedded.
