Abstract

Despite their short history, the global university rankings have become powerful policy instruments. The rankings portray higher education as a terrain of competition between universities and academic traditions. This has been particularly challenging for European universities that, with few exceptions, rank relatively poorly in the global assessments compared to the US institutions. Higher education has become a Europe-wide policy problem that the European Union (EU) and national governments alike actively address.
