Abstract

The decision by communities minister Eric Pickles to call in the Shell Centre surprised many, coming as it did after a period when it seemed like most anything goes in London. The action has been seen to reflect a growing disquiet over the cumulative impact of new large-scale development in the city, as much as it is a comment on the project itself.
