Governance, in the context of crisis management, refers to (1) government capacity to deliver services and manage crises and (2) cross-sector collaboration and interorganizational networks.
Introduction
Governance is a term that is used in a variety of contexts. The goal of this chapter is to provide an overview of crisis and disaster management and how it is related to multiple aspects of governance. The following sections will define disasters and relevant aspects of governance and then lay out the theoretical and practical definition of governance in crisis management: (i) governance as government capacity and (ii) governance as cross-sector collaboration and interorganizational networks.
