Zusammenfassung

Der Europäische Rat ist in Krisenzeiten in Europa in der medialen Berichterstattung allgegenwärtig. Die Mitglieder dieser Schlüsselinstitution, die Staats- und Regierungschefs der Mitgliedstaaten, der Präsident der Kommission sowie der Präsident des Europäischen Rates selbst haben die Entwicklung der Europäischen Union aber in weit mehr Bereichen und seit langer Zeit nachhaltig geprägt. Zu analysieren sind neben den rechtlichen Aufgaben auch das Aktivitätenprofil sowie die Faktoren, die es ermöglichen, dass die nationalen Spitzenpolitiker in vitalen Fragen immer wieder zum Konsens finden.
