Zusammenfassung
Der Ausschuss der Regionen und der Europäische Wirtschafts- und Sozialausschuss sind zwei beratende Institutionen der Europäischen Union, die 1992 bzw. 1957 eingerichtet wurden. Sie setzen sich aus je 350 Vertretern der subnationalen Ebene bzw. Verbänden nach einem mitgliedsstaatenbezogenen Kontingent zusammen. Sie sind obligatorisch an den wesentlichen binnenmarktbezogenen Gesetzgebungsprozessen beteiligt, können aber auch auf Bitten des Ministerrates, des Europäischen Parlamentes oder auf eigene Initiative hin Stellungnahmen abgeben.
Ihr Einfluss gilt generell als beschränkt, ihr Mitbestimmungsradius bewegt sich lediglich im Bereich „Voice, but no Vote“. Damit stehen sie auch im Wettbewerb mit anderen Akteuren. Die hohe Arbeitslast macht bei beschränkten Ressourcen und einer heterogenen Mitgliederzusammensetzung eine effiziente Entscheidungsfindung schwierig. Ihr Einfluss auf den Gesetzgebungsprozess steht in dem Ruf, limitiert zu sein. Es lässt sich jedoch festhalten, dass die Ausschüsse mehr Einfluss gewinnen, wenn sie schnell arbeiten und qualitativ hochwertige und präzise Stellungnahmen entwerfen.
